Young Re-Elected County Chairman

Evan Young of Fillmore was re-elected as Montgomery County Board chairman during the board’s re-organizational meeting, held Monday evening, Dec. 7, at the Historic Courthouse in downtown Hillsboro.

Board newcomer Patty Whitworth of Hillsboro was elected vice chairman.

Prior to the start of the meeting, Judge Jim Roberts administered the oath of office to 11 board members who were elected in the Nov. 3 election. They include incumbents Tim Fogle, Jeremy Jones, Connie Beck, Richard Wendel and Gene Miles and newcomers Jim Havera, Doug Donaldson, Beverly McCoy, Patty Whitworth and Andy Ritchie and Russell Beason.

Roberts thanked all the board members for their willingness to serve the residents of Montgomery County. He also led the Pledge of Allegiance after Montgomery County Clerk and Recorder Sandy Leitheiser called the meeting to order.

Board members Megan Beeler and Donna Yeske participated in the meeting via conference call and Bob Sneed was absent. Board member Gene Miles was elected as temporary chairman, and he led the meeting as Young was unanimously re-elected as board chairman.

“Thank you everyone,” Young said. “I will continue to do the best job I can. If we all work together like we usually do, we will get through it.”

Whitworth was also elected unanimously as vice chairman. She thanked the board for their vote of confidence in her and said she looked forward to working with the board, the chairman and serving the citizens of Montgomery County.

Following the election of chairman and vice chairman, Young announced the members of each committee as well as board liaisons.

Board Liaisons

708 Board - Earlene Robinson; CEFS Board - Tim Fogle, 911 Board - Bill Bergen, Health Department Board - Sandra Johnson, Illinois Association of County Officials - Bill Bergen and Megan Beeler, Montgomery County Economic Development Corporation - Donna Yeske, Planning Commission - Ron Deabenderfer and Andy Ritchie, Senior Citizens Board - Ron Deabenderfer, United County Council of Illinois - Gene Miles, University of Illinois Extension Services - Connie Beck, West Central Development Council - Richard Wendel and Workforce Investment Board - Patty Whitworth.

After the committees were read, Whitworth asked if the board had considered it a conflict of interest that board member Yeske was serving on the personnel committee when her son-in-law, Cody Greenwood, was employed as the county engineer. Young said that they felt it was okay since the personnel committee dealt mainly with union contracts and that Greenwood was not a member of a union.

“It can impede discussion, though,” Whitworth said, noting that with a 21-member board, it would be easier to switch committee assignments around. “We might want to avoid the perception of a conflict of interest.”

New Montgomery County State’s Attorney Andrew Affrunti said his office would look into the matter and offer a legal opinion on the potential conflict of interest.

The board adjourned just after 5:45 p.m., meeting for about 15 minutes.
